Population of sex-offenders rises across the nation, with Florida being one of the top areas.

Besides children, the elderly are targets, too.  The idea of a buddy-system was a good idea, until children were being torn from their playmates and kidnapped.

Now, the rights of the innocent is still not the major concern.
