Rick Scott has moved into Tallahassee and reviewed all areas where he can possibly reorganize. With is contacts in business, he has decided to take the advantage of his position and share the so-called wealth of the state with his pals.

Not to say that any of his policy changes are going to do right by a state that is in dire financial straits.
